In a gentle rain the effect is genuinely lovely, a visible and audible ribbon of water descending to a basin, a drain, or a splash block at the bottom. The catch is written into the design. An open chain has no walls, so when the rain turns heavy the water outruns the chain's ability to hold it and begins throwing itself outward.
